各位自动化、电气工程、仪器科学与工程、建筑学院的留学生:
四牌楼校区国际学生公寓将于近日完成整修,结合四牌楼校区成园研究生公寓装修安排,经学校研究,前期已申请2025-2026学年入住四牌楼校区国际学生公寓的同学请于6月25日前从成园研究生公寓退宿并于6月25日当天搬迁至四牌楼校区进香河博士后公寓区国际学生公寓(进香河路33号;以下简称四牌楼国际学生公寓),成园研究生公寓内个人遗留物品将由学校和装修单位统一清理。 现将搬迁安排通知如下:
一、时间与方式
时间:6月25日
方式:学校提供车辆服务,车辆从四牌楼校区成园研究生公寓出发,到达四牌楼国际学生公寓,具体事宜另行通知。
现居校外申请入住四牌楼国际学生公寓的同学请于6月25日自行搬迁入住。
二、注意事项
(一)搬迁四牌楼国际学生公寓学生名单以预通知收集的申请结果为准。同时需已完成2024-2025学年春季学期的学期注册,结清当学年学费、住宿费、水电费等。未完成学生不提供校内住宿。
(二)四牌楼国际学生宿舍住宿费预计按每张床位9000元/学年的标准收取,水电费按学校有关标准收取。入住四牌楼国际学生公寓的同学需在2025年8月18日前完成下一学年的床位费预缴,同时于下学期开学后按期完成学期注册(注册时间:2025年8月25日-8月29日),否则将影响校内住宿资格和新学期选课。
三、室友预登记
四牌楼国际学生公寓为套间,分两种户型。户型①:1个套间内2个双人间,共4人居住1个套间;户型②:1个套间内1个双人间及1个微小单人间,共3人居住1个套间。
考虑到老生住宿需求,本次搬迁前可进行室友预登记。若入住学生有希望一同居住的室友,请以套间为单位(4人一组或3人一组,需自行决定1人为套间寝室长)在2025年6月13日当天(登记时间9:00-11:30,14:00-17:30)于海外教育学院302办公室预登记,房间和楼层由学校统一安排,不接受个人指定。若未能按时登记,视为服从学校统一分配。
目前,套间数量有限,不保证结果为申请房型,若住学校公寓,需服从学校整体安排。
为保障宿舍分配合理性,选择室友时需特别注意:套间内居住学生必须为同一性别;尽量遵循学生类别一致原则,即本科生、硕士生、博士生分别组合居住,不混住;建议选择同年级同学作为室友,以增进生活学习的适配度。

请各位同学在搬家和后期入住中严格遵照《东南大学学生公寓管理办法》要求执行,特别注意违章电器不可使用。 现摘选《东南大学学生公寓管理办法》第三十一条如下,并附《东南大学学生公寓管理办法》全文(该规定若更新,以新版本为准),请各位同学认真学习,避免因违规影响校内住宿资格,造成严重后果的将按照校纪校规处理。

根据《东南大学学生公寓管理办法》第三十一条,公寓内不得储藏或者使用危险品及违章电器;为违章电器充电,视为使用违章电器。学生公寓内的违章电器(经允许安装的空调、配备的电水壶除外)包括:
(1)800W以上的超功率电器;
(2)无自动断电保护装置的电器;
(3)热得快、电炉、电热毯、电煮锅、电热水器、暖手宝等,电饭锅、微波炉、电磁炉等炊事用电器;
(4)无国家3C认证的电器;
(5)洗衣机、电冰箱、电视机、电动车电池;
(6)其他存在安全隐患的电器。 住宿人员因持有、携带、储存及使用违章电器的将由学生公寓管理人员收缴代管。

Dear international students from the Schools of Automation, Electrical Engineering, Instrument Science and Engineering, and Architecture:
The renovation of international student apartment on Sipailou Campus will be completed soon. In conjunction with the renovation plan for Chengyuan Dormitory on Sipailou Campus, according to the arrangement by the university, students who have previously applied to move in the international student dormitory on Sipailou Campus for the 2025-2026 academic year must check out from the Chengyuan Dormitory before June 25 and move to the International Student Apartment in theJinxianghe Postdoctoral Apartment Area of the Sipailou Campus (No.33 Jinxianghe Road; hereinafter referred to as the SPL International Student Apartment) on June 25. Personal belongings left in the Chengyuan Dormitory will be cleared by the university and the renovation unit. The relocation arrangements are notified as follows:
I. Time and Method
Time:June 25
Method: The school will provide shuttle services. The vehicles will depart from the Chengyuan Dormitory and arrive at the SPL International Student Apartment. Specific details will be notified later at the due course.
Students currently living off-campus and applying to live in the SPL International Student Apartment should move in by themselves on June 25.
II. Key Notes
(1) Eligibility for Relocation
The list of students moving to the SPL International Student Apartment is subject to the application results collected in the pre-notice survey. Meanwhile, students must have completed the semester registration for the spring semester of the 2024-2025 academic year and settled the tuition fees, accommodation fees, water and electricity fees, etc., for this academic year. Students who have not completed these procedures will not be provided with on-campus accommodation.
(2) Accommodation Fees
The accommodation fee for the SPL International Student Apartment is expected to be charged at the standard of9,000 yuan per bed per academic year, and water and electricity fees will be charged according to the university standards. Students living in the SPL International Student Apartment must pay the accommodation fees in advance for the next academic year before August 18, 2025, and complete the semester registration on time after the start of the next semester (registration time: August 25-29, 2025). Failure to do so will affect on-campus accommodation eligibility and course selection/research process for the new semester.
III. Roommate Pre-registration
The SPL International Student Apartment consists of suite-style rooms in two types:
Type ①: Each suite has 2 double rooms, accommodating 4 people in total.
Type ②: Each suite has 1 double room and 1 micro single room, accommodating 3 people in total.
Considering the accommodation needs of current students, roommate pre-registration can be done before this relocation. If students wish to live with specific roommates, they should register in advance as a suite unit (4 people or 3 people per group, and one person must be designated as the suite leader) at the Office 302 of the College of International Students on June 13, 2025 (registration time: 9:00-11:30 and 14:00-17:30). Rooms and floors will be uniformly arranged by the university, and personal designation is not accepted. Failure to register on time will be subject to the university’s unified allocation.
At present, due to the limited quantity of suites, we cannot guarantee that the final results are consistent with your applied suite type. In this case, If you still want to live in on-campus apartment, you need to comply with the overall arrangement of the university.
To ensure the rationality of dormitory allocation, please pay special attention when selecting roommates:
All residents in a suite must be of the same gender.
Try to follow the principle of consistent student categories, i.e., undergraduates, master's students, and doctoral students should live in separate groups without mixed living.
It is recommended to choose roommates from the same grade to enhance the adaptability of life and study.
IV. Southeast University Student Dormitory Management Regulations
Please strictly adhere to the Southeast University Student Dormitory Management Regulations during the relocation and subsequent stay on campus, particularly regarding the prohibited appliances.
An excerpt from Article 31 of the Southeast University Student Dormitory Management Regulations is provided below, and the full text is attached (if this regulation is updated, the new version shall prevail). Please study it carefully to avoid affecting your on-campus accommodation eligibility due to violations. Those who cause serious consequences will be dealt with in accordance with the university's discipline and regulations.
Excerpt from Article 31 of the regulations :
According to Article 31 of the Southeast University Student Dormitory Management Regulations, it is not allowed to store or use dangerous goods and prohibited electrical appliances in the apartment; charging prohibited electrical appliances is considered as using prohibited electrical appliances. The prohibited electrical appliances in the student apartment (except for the air conditioners installed with permission and the electric kettles provided) include:
(1) Electrical appliances with a power rating of over 800W;
(2) Electrical appliances without automatic power-off protection devices;
(3) Water heating tools, electric stoves, electric blankets, electric cookers, electric water heaters, hand warmers, etc., and cooking electrical appliances such as rice cookers, microwave ovens, and induction cookers;
(4) Electrical appliances without national 3C certification;
(5) Washing machines, refrigerators, televisions, and electric vehicle batteries;
(6) Other electrical appliances that pose safety hazards.
The student apartment management personnel will confiscate and keep the prohibited electrical appliance held, carried, stored, and used by the residents.
Any changes to the above arrangements due to university adjustments or work needs will be subject to the latest notices. Please pay attention to updates on the College of International Students official website and student group notifications.
International students currently living in Chengyuan Dormitory who are not from the 4 mentioned schools please wait for subsequent relocation notices.

第一章 总则
第一条 为进一步规范学生住宿管理,创建安全、文明、和谐、整洁、舒适的学习和生活环境,培养学生良好的行为习惯和道德风尚,根据《普通高等学校学生管理规定》(教育部令第41号)、《高等学校学生行为准则》和《东南大学学生违纪处分条例》等文件精神,结合我校实际,特制订本办法。
第二条 本办法适用于在东南大学入住的各类学生,包括本科生、研究生、留学生、短期交流生以及进修教师等。
第三条 学生公寓是学生日常生活与学习的重要场所,是思想政治教育和素质教育的重要阵地。
第四条 学生公寓管理紧密围绕学校育人目标,深入贯彻“全员育人、全方位育人、全过程育人”的育人理念,坚持思想教育与管理服务相结合、学生自我管理与物业服务相结合、制度建设与行为指导相结合的原则。
第二章 管理体制
第五条 成立学生公寓管理委员会,统筹协调学生公寓住宿管理和服务工作。
第六条 学生公寓管理委员会主任委员由校领导担任,委员包括总务处、学生处、研究生院、海外教育学院、团委、保卫处、财务处、网络与信息中心、各学院等相关单位和学生组织代表。学生公寓管理委员会的办公室设在总务处。
第七条 学生处内设学生公寓管理中心,负责统筹规划全校学生公寓资源。学生处、研究生院、各学院等单位具体负责学生公寓教育、管理工作及使用,将育人理念融入宿舍管理工作。 第八条 总务处全面负责学生公寓的服务与保障工作,建设与维护“健康、安全、文明、整洁”的公寓环境,指导、监督和考核学生公寓服务中心和物业服务中心的工作,协助学校做好公寓建设的规划、计划和标准的起草。
第九条 保卫处负责学生公寓安全保卫工作的指导。在学生公寓,指导开展防火、防盗、防骗的安全教育工作,负责公寓的安全隐患排查、消防器材和安防设备的配备、维修、保养与更新,组织各类突发事件的演练。
第十条 财务处负责组织住宿费等有关费用标准的核定,以及收费管理的相关工作。
第十一条 网络与信息中心负责保障公寓公共网络设施、学校信息系统的正常使用。
第十二条 学院负责学生在公寓内的教育管理工作。负责落实育人阵地的建设、审批床位调配、引导学生创建文明宿舍,配合做好宿舍整体调整、搬迁和各类学生的退宿工作。
第十三条 海外教育学院、国际合作处(港澳台办公室)分别负责留学生和交流生的公寓内的教育管理工作,配合做好宿舍整体调整、搬迁和各类学生的退宿工作。
第十四条 学生处指导学生公寓自我管理委员会,团委指导学生会、研究生会组织学生代表,共同参与监督学生公寓的管理、服务以及各项制度的执行,协助辅导员、公寓管理员开展工作,培养学生自我教育、自我管理、自我服务意识。
第三章 住宿管理
第十五条 学生公寓遵循属地管理的原则,用于安排本校全日制本科生、研究生、留学生、交流生和进修教师,不在两地同时安排宿舍。住宿人员的公寓和床位由总务处具体落实。住宿人员应予以服从和配合。
第十六条 公寓和床位一经分配,不得擅自调整,住宿人员应按指定的房间和床号住宿。因特殊情况需要调整的,本人应网上提出申请,学校审批后,方可进行调换。学校因公寓维修、改造、建设等需对公寓安排进行调整的,住宿人员应予配合,服从统一安排。
第十七条 住宿人员不得擅自占用、骗取、转让、出借、出租学生公寓及床位,不得私自调换公寓门锁或加装门锁,不得将钥匙借予非本公寓成员使用。
第十八条 因毕业、住宿协议到期、退学、休学、出国等原因退宿的学生,应当按照学校规定办理相应退宿手续,结清相关费用,并在三天内搬离公寓。住宿学生离校退宿时,应当爱护公寓内公共财产,主动清扫房间,配合工作人员验收设备设施,按规定结清相关费用,做到文明离校。未按期搬离公寓的,由学生处、研究生院、所在院系、总务处、保卫处协同处理。
第十九条 临时离校后,再次申请住宿的,应当在返校一周前在网上提交申请,经审批后,重新予以安排床位。申请入住、调整或退宿,学生需在学校审批通过后七天内办理相关手续;逾期学生需重新网上提交申请。
第二十条 延长学习年限的本科学生原则上不提供住宿。
第二十一条 超过最长学习年限的博士研究生、硕士研究生不再提供住宿。
第二十二条 住宿学生应当严格遵守住宿安排,未办理退宿手续擅自到公寓外住宿的,自行承担由此产生的一切后果。
第四章 秩序和安全管理
第二十三条 住宿人员应当自觉遵守国家法律法规和公民道德规范,语言和行为要文明。不得从事非法集会、游行,不得观看、下载、传播非法信息等破坏安定团结、危害国家安全的行为;不得利用网络从事攻击、入侵、窃密等网络违法犯罪行为;不得在公寓内进行宗教活动,严禁宗教行为、宗教言论、宗教服饰等进公寓。 住宿人员应自觉遵守学校管理制度,创造和维护良好的学生公寓秩序,创造和维护安全、卫生、文明、整洁、和谐的学习和生活环境。
第二十四条 住宿人员应自觉遵守本管理办法和学生公寓的相关管理制度,配合和服从管理,维护学生公寓的正常秩序。
第二十五条 住宿人员须遵守学生公寓作息制度,按时就寝。午休、晚上熄灯后应保持安静,不得互访。晚上熄灯后不得随意外出,晚出、晚归者要履行验证登记手续。
第二十六条 住宿人员使用计算机网络应符合国家和学校关于网络使用的有关规定,应养成良好的、文明的上网习惯,不得影响他人正常休息。
第二十七条 住宿人员须遵守公共秩序,不得在学生公寓区域内哄闹、影响他人正常学习生活。不得有赌博、吸毒、结伙滋事、携带枪支、管制刀具、打架斗殴及其它危及他人人身安全等违法、违规、违纪活动,不得扰乱公寓管理秩序。
第二十八条 住宿人员应遵循治安、消防等法律、法规,维护公寓的安全,刷一卡通或信息识别方式进出围合或楼宇,未携带一卡通或信息识别失败者需登记后方可进入。住宿人员应提高警惕,出入关好公寓门,配合管理部门做好防盗、防火、防破坏、防自然灾害事故的工作,发现可疑情况应当及时报告公寓管理部门和保卫处。
第二十九条 公寓区、公寓内不得燃点煤气炉、蜡烛等明火,不得燃放烟花、爆竹,禁止燃烧杂物。严禁携带剧毒、易燃、易爆、易腐蚀、具有放射性等物品及各类国家法律法规规定的管控物品进入公寓区。住宿人员应保持公寓楼道畅通,不得在公寓楼道内堆放杂物、晾衣架等及停放自行车、电动车等车辆。
第三十条 凡携带大件物品、贵重物品等进出公寓者,必须接受检查、登记,符合规定,方可放行。
第三十一条 公寓内不得储藏或者使用危险品及违章电器;为违章电器充电,视为使用违章电器。学生公寓内的违章电器(经允许安装的空调、配备的电水壶除外)包括:
800W以上的超功率电器;
无自动断电保护装置的电器;
热得快、电炉、电热毯、电煮锅、电热水器、暖手宝等,电饭锅、微波炉、电磁炉等炊事用电器;
无国家3C认证的电器;

第三十二条 住宿人员应自觉维护自身和他人人身安全,除学校组织的活动,在学生公寓区域内不得有下列行为:
带犬、猫、鼠等各类动物进学生公寓区域;
作身体碰撞游戏、翻越围墙(围栏)、爬树等;
其它危及自身及他人人身安全的行为。
第三十三条 严禁商贩等外来人员进入学生公寓。访客须登记后,方可进入宿舍区域,并于21:30前离开。接访人员有责任提醒和要求来访人遵守规定,服从管理,违反规定的,公寓管理部门可责令来访人离开学生公寓。
第三十四条 住宿人员不得留宿非本宿舍成员(包括校外人员),不得在学生公寓内进行商业活动,不得在学生公寓门上和非指定地方张贴海报和广告等宣传材料。
第三十五条 住宿人员应爱护公共设施和公共财物,不得损坏和拆卸学生公寓内的公共设施和公共财物,损坏者须照价赔偿。 住宿人员不得擅自将家具搬离公寓,因质量问题或自然损坏的家具,可以报学生公寓服务中心予以维修或更换。离校时,住宿期间所使用的公物须经管理员检查验收,如有损坏或遗失应予赔偿。
第三十六条 住宿人员应爱护公寓区的绿化环境,不得损毁花草树木,不得损坏绿化设施。住宿人员应自觉维护公寓区的环境卫生,不得在墙壁和家具上刻写涂画。应保持寝室的干净、整洁,养成良好的个人卫生习惯。
第三十七条 学校提倡并支持学生在公寓公共区域内开展有益于身心健康的学术、科技、艺术、文娱、体育等活动,营造和谐、有序、健康、向上的学生集体生活氛围。 学生开展上述活动应符合相关的规定,必须向学生管理部门和公寓管理部门报批,并且向保卫部门备案。不得影响学校正常的校园秩序,不得影响他人正常的学习和生活。
第三十八条 学校提倡学生养成良好、健康的生活习惯,不得在公寓区内喝酒、吸烟。
第三十九条 学校提倡和鼓励学生民主地参与公寓管理,同学间应平等相待、互相尊重、和睦相处,共同创建、维护和谐校园。对学校工作的意见和建议应通过合法的、正常的途径和方式反映。
第四十条 学生公寓实行巡查制度,学生公寓管理人员不定期检查公寓,维护公寓安全,督促学生养成良好生活习惯,住宿人员应当配合学校公寓安全检查。
第四十一条 学生公寓实行传染病申报制度。住宿人员疑似或者确诊患有传染病、发现公寓内有传染病病人或者疑似患者的,应当及时报告公寓工作人员。传染病病人和疑似患者在治愈前或者排除传染病嫌疑前,应当服从医院的医疗指导意见,配合相应的公寓住宿调整。
第五章 水电管理
第四十二条 学生公寓用水用电纳入全校水电定量管理范围,由水电管理部门统一调配,日常工作由总务处负责实施,管理本辖区内的日常用水用电。水电管理部门要努力提高供水供电质量,杜绝操作失误造成的停水停电,可以预期的停水停电应事先通知。
第四十三条 学校提倡学生树立良好的环保意识,养成节约用水用电的习惯。学校相关部门、单位应定期开展宣传教育,提高学生的节约和安全意识,杜绝浪费,避免用水用电事故发生。住宿人员因用水用电不当等人为因素而造成财产损失的,应赔偿所造成的财产损失。
第四十四条 学生公寓安装水电计量系统,水电费以计量数据为依据、根据学校相关文件规定进行收费。住宿人员不得损坏水电设施(含计量系统),并应配合工作人员进行计量系统的抄表工作。 学生公寓用水用电实行预付费制度,部分公寓实行后付费制度,住宿人员应按时交纳水电费用。水电费用从一卡通中扣费,交费时间为水电费公示期结束后一周内。住宿人员因毕业或其它原因离开学校 前务必结清水电费,未结清水电费者不予办理离校手续。 住宿人员对所使用的水电费用数量有疑问,可向学生公寓服务中心提出申请复核。学生公寓服务中心应于三天内将核查结果通知本人。
第四十五条 严禁住宿人员通过私接管线、改装水表等非法手段偷用水电,一经发现从重惩处,除补交偷漏水电费用、赔偿损坏管线恢复费用外,视情节轻重给予相应的处分。
第四十六条 严禁私拉电线、盗用公共用电。以下行为私拉电线:1.从房间内固定插座以外(含公共场所)引出线路的;2.从房间内固定插座引出线路至本房间外的。 一经发现,除补交电费外,视情节轻重给予相应的处分。
第六章 公寓文化建设
第四十七条 学生公寓是“一站式”学生社区建设的重要阵地、相关工作由学生工作部门(学生处、研究生院、团委)指导,学院为主体,学生组织积极配合,充分发挥学生“自我教育、自我管理、自我服务”的作用,积极推进学生党建前沿阵地、“三全育人”实践园地、平安校园样板高地的建设。
第四十八条 学生公寓管理部门和学生组织负责定期开展公寓卫生、秩序及纪律检查,按照《东南大学学生公寓卫生管理办法》记录 检查结果并及时公布。
第四十九条 学校对参与学生社区管理与服务表现突出的个人、集体予以表彰和奖励。
第七章 违规行为及处理
第五十条 住宿人员违反本办法相关规定的,学校视情节轻重,按照《东南大学学生违纪处分条例》等相关规定给予相应的纪律处分。《东南大学学生违纪处分条例》或其他相关规定中就相关违纪行为有明确规定的,按该条例或规定处理,构成违法的依法追究相应的法律责任。造成损失的,学生还应当进行相应赔偿。住宿学生违规行为的舍情通报由学生公寓管理委员会研究决定。
第五十一条 住宿人员有以下行为的,属违反《东南大学学生违纪处分条例》:
私自将钥匙转借他人但未造成不良后果的;
私自移动、搬出家具,导致公寓室内布局改变的;
私自在公寓内调换床位或者占用空床位,导致他人无法正常入住的;
办理调宿或者退宿手续后,未在三天内搬清个人物品,导致他人无法正常人住的;
未按照指定位置停放车辆(包括自行车、电动车、机动车等)的;
使用公用物品未及时归还或者丢失的;
进出公寓围合或楼宇,既不刷卡又未登记的,经沟通后依然不遵守学生公寓刷卡规定的;
在门厅、走廊、消防通道、公寓、阳台等场所堆放车辆、丢弃杂物的;
手机、计算机、收音机播放音量过大或者大声喧哗、唱歌、嬉闹等影响他人学习和休息的;
熄灯后通电话或吵闹影响他人休息的;
在学生公寓楼内吸烟的;
在非指定地点张贴、散发宣传品的;
造成安全隐患,尚未造成不良后果的;
其他违反本办法相关规定但尚未造成不良后果的。
第五十二条 住宿人员若有以下严重违反学校规定行为的,属违反《东南大学学生违纪处分条例》,且情节严重:
擅自占用、骗取、转让、出租、出借床位的;
在学生公寓内短暂容留、短暂滞留或留宿非本宿舍成员的;
拒绝出示个人身份证明或者未经被访人允许强行进入公寓的;
阻挠内务卫生、用电安全、家具物品、住宿秩序等检查的;
未经批准私自悬挂条幅等宣传品的;
对房间或者阳台进行装饰(钉钉子、粘贴图片、墙纸等)导致不能恢复原貌的;
对公共家具、设施进行装饰或者改装(装锁、闭门器等) 导致不能恢复原貌的;
未经批准私自调换房间的;
私自更换门锁,或者私借钥匙给他人造成不良后果的;
带入、饲养影响公共秩序或者他人身心健康的动物的;
随意动用消防器材的;
使用违章电器或者使用明火;
储藏或者使用危险品的;
违规使用门禁,将门禁卡私自借与他人使用,或者故意放任陌生人进入学生公寓等;
未经批准在本校住宿人员公寓内滞留过夜,不听劝阻的;
在公寓内从事租赁、修理、销售等经营活动的;
故意帮助小商贩等外来人员在公寓内藏身逃脱检查的;
有向公寓楼外倒水、投掷物品等高空抛物违法违纪行为,吐痰等不文明行为的;
一学期内个人单次卫生成绩三次以上不合格的;
有其他造成公共秩序破坏、设备设施损坏或者环境卫生 污染等行为,造成严重不良后果的。
第八章 附则
第五十三条本办法由学生公寓管理委员会负责解释。
第五十四条本办法自公布之日起施行。

To further standardize student accommodation management, create a safe, civilized, harmonious, clean and comfortable learning and living environment, and cultivate students' good behavioral habits and moral conduct, these measures are formulated in accordance with the spirit of documents such as the Regulations on the Management of Students in General Higher Education Institutions (Order No. 41 of the Ministry of Education), the Code of Conduct for College Students, and the Regulations on Disciplinary Sanctions for Students of Southeast University, combined with the actual situation of our university.
Article 2
These measures apply to all types of students living in Southeast University, including undergraduates, postgraduates, international students, short-term exchange students, and visiting teachers.
Article 3
Student apartments are important places for students' daily life and study, as well as important positions for ideological and political education and quality education.
Article 4
Student apartment management is closely centered around the university's education goal, deeply implements the education concept of "educating all students, educating in all aspects, and educating throughout the whole process", and adheres to the principles of combining ideological education with management services, student self-management with property services, and system construction with behavioral guidance.
Chapter II Management System
Article 5
A Student Apartment Management Committee shall be established to coordinate the accommodation management and service work of student apartments.
Article 6
The director of the Student Apartment Management Committee shall be held by a university leader, and the members shall include representatives of relevant units and student organizations such as the General Affairs Office, Student Affairs Office, Graduate School, Overseas Education CollegeCollege of International Students, Youth League Committee, Security Office, Finance Office, Network and Information Center, and various colleges. The office of the Student Apartment Management Committee shall be located in the General Affairs Office.
Article 7
The Student Affairs Office shall have a Student Apartment Management Center to coordinate and plan the student apartment resources of the whole university. Units such as the Student Affairs Office, Graduate School, and various colleges shall be specifically responsible for the education, management, and use of student apartments, and integrate the education concept into the dormitory management work.
Article 8
The General Affairs Office shall be fully responsible for the service and guarantee work of student apartments, build and maintain a "healthy, safe, civilized and clean" apartment environment, guide, supervise and assess the work of the Student Apartment Service Center and Property Service Center, and assist the university in drafting the planning, plans and standards for apartment construction.
Article 9
The Security Office shall be responsible for the guidance of safety and security work in student apartments. In student apartments, it shall guide the safety education work of fire prevention, theft prevention and fraud prevention. Besides, it also shall, be responsible for the investigation of safety hazards in apartments, the allocation, maintenance, repair and renewal of fire-fighting equipment and security equipment, and organize drills for various emergencies.
Article 10
The Finance Office shall be responsible for organizing the verification of relevant fee standards such as accommodation fees and the relevant work of fee management.
Article 11
The Network and Information Center shall be responsible for ensuring the normal use of public network facilities and school information systems in apartments.
Article 12
Colleges shall be responsible for the education and management of students in apartments. They shall be responsible for the construction of education positions, the approval of bed allocation, the guidance of students to create civilized dormitories, and the cooperation in the overall adjustment, relocation and check-out of various students.
Article 13
The Overseas Education CollegeCollege of International Students and the International Cooperation Office (Hong Kong, Macao and Taiwan Office) shall respectively be responsible for the education and management of international students and exchange students in apartments, and cooperate in the overall adjustment, relocation and check-out of various students.
Article 14
The Student Affairs Office shall guide the Student Apartment Self-Management Committee, and the Youth League Committee shall guide the student union and graduate student union to organize student representatives to jointly participate in supervising the management and service of student apartments and the implementation of various systems, assist counselors and apartment managers in carrying out work, and cultivate students' awareness of self-education, self-management and self-service.
Chapter III Accommodation Management
Article 15
Student apartments follow the principle of属地management ( local management principle) and are used to arrange full-time undergraduates, postgraduates, international students, exchange students and visiting teachers of our university, and accommodation shall not be arranged in two places at the same time. The apartments and beds for accommodators shall be specifically implemented by the General Affairs Office. Accommodators shall comply with and cooperate.
Article 16
Once apartments and beds are allocated, they shall not be adjusted without authorization, and accommodators shall live in the designated rooms and bed numbers. In case of special circumstances requiring adjustment, the individual shall submit an application online, and can only make the change after school approval. When the school needs to adjust the apartment arrangement due to apartment maintenance, renovation, construction, etc., accommodators shall cooperate and obey the unified arrangement.
Article 17
Accommodators shall not arbitrarily occupy, defraud, transfer, lend or rent student apartments and beds, shall not privately replace apartment door locks or install additional locks, and shall not lend keys to non-apartment members.
Article 18
Students who check out due to graduation, expiration of the accommodation agreement, withdrawal from school, suspension of school, going abroad, etc., shall go through the corresponding check-out procedures in accordance with school regulations, settle relevant fees, and move out of the apartment within three days. When leaving the school and checking out, accommodated students shall take care of the public property in the apartment, take the initiative to clean the room, cooperate with the staff to check the equipment and facilities, settle the relevant fees as required, and leave the school civilizedlypolitely. Those who fail to move out of the apartment on schedule shall be dealt with jointly by the Student Affairs Office, Graduate School, their respective colleges, General Affairs Office and Security Office.
Article 19
For those who apply for accommodation again after temporarily leaving school, they shall submit an online application one week before returning to school, and after approval, beds shall be re-arranged. For applying for入住( move-in), adjustment or check-out, students shall go through relevant procedures within seven days after school approval; if overdue, students shall re-submit an online application.
Article 20
Undergraduate students who extend their study period shall not be provided with accommodation in principle.
Article 21
PhD and master students who exceed the maximum study period shall no longer be provided with accommodation.
Article 22
Accommodated students shall strictly abide by the accommodation arrangements. Those who live outside the apartment without going through the check-out procedures shall bear all consequences arising therefrom.
Chapter IV Order and Safety Management
Article 23
Accommodators shall consciously abide by national laws and regulations and civil moral norms, and their language and behavior shall be civilized. They shall not engage in illegal assemblies or processions, nor watch, download or disseminate illegal information and other acts that undermine stability and endanger national security; they shall not use the network to engage in network illegal and criminal acts such as attacks, intrusions and espionage; they shall not carry out religious activities in apartments, and religious acts, remarks and costumes are strictly prohibited from entering apartments.
Accommodators shall consciously abide by school management systems, create and maintain good order in student apartments, and create and maintain a safe, hygienic, civilized, clean and harmonious learning and living environment.
Article 24
Accommodators shall consciously abide by these management measures and relevant management systems of student apartments, cooperate with and obey management, and maintain the normal order of student apartments.
Article 25
Accommodators shall comply with the work and /rest system schedule of student apartments and go to bed on time. They shall keep quiet during lunch break and after lights out at night and shall not visit each other. After lights out at night, they shall not go out casually, and those who go out late or return late shall go through the verification and registration procedures.
Article 26
Accommodators' use of computer networks shall comply with national and school regulations on network use, and they shall develop good and civilized internet habits and shall not affect others' normal rest.
Article 27
Accommodators shall comply with public order and shall not make a disturbance in the student apartment area or affect others' normal study and life. They shall not engage in illegal, illegal or disciplinary activities such as gambling, drug use, forming gangs to cause trouble, carrying guns, controlled knives, fighting and other acts endangering the personal safety of others, and shall not disrupt the apartment management order.
Article 28

Accommodators shall follow the laws and regulations on public security and fire protection to maintain the safety of apartments. They shall enter and exit the enclosure or building by swiping the one-cardstudent card or information recognition method. Those who do not carry the one-card or fail the information recognition shall enter after registration. Accommodators shall be vigilant, close the apartment door when entering and exiting, cooperate with the management department to do a good job in anti-theft, fire prevention, anti-destruction and anti-natural disaster accidents, and report any suspicious situation to the apartment management department and the Security Office in a timely mannermmediately.
Article 29
In the apartment area and apartments, open fires such as gas stoves and candles shall not be lit, fireworks and firecrackers shall not be set off, and burning of sundries is prohibited. It is strictly prohibited to carry highly toxic, flammable, explosive, corrosive, radioactive and other items and various controlled items stipulated by national laws and regulations into the apartment area. Accommodators shall keep the apartment corridors unblocked and shall not pile up sundries, clothes racks, etc. and park bicycles, electric vehicles and other vehicles in the apartment corridors.
Article 30
Those who carry large items, valuable items, etc. in and out of the apartment must accept inspection and registration, and can only be released if they meet the regulations.
Article 31
It is prohibited to store or use dangerous goods and illegal electrical appliances in apartments; charging illegal electrical appliances is deemed as using illegal electrical appliances. Illegal electrical appliances in student apartments (except air conditioners installed with permission and equipped electric kettles) include:
(1) Electrical appliances with a power exceeding 800W;
(2) Electrical appliances without automatic power-off protection devices;
(3) Instant heating rods, electric stoves, electric blankets, electric cooking pots, electric water heaters, hand warmers, rice cookers, microwave ovens, induction cookers and other cooking appliances;
(4) Electrical appliances without national 3C certification;
(5) Washing machines, refrigerators, televisions, electric vehicle batteries;
(6) Other electrical appliances with potential safety hazards.
Accommodators who hold, carry, store and use illegal electrical appliances shall have them collected and managed by student apartment managers.
Article 32
Accommodators shall consciously safeguard their own and others' personal safety. Except for activities organized by the school, the following behaviors are not allowed in the student apartment area:
Bringing dogs, cats, mice and other animals into the student apartment area;
Engaging in physical collision games, climbing over walls (fences), climbing trees, etc.;
Other acts endangering the personal safety of oneself and others.
Article 33
It is strictly prohibited for vendors and other outsiders to enter student apartments. Visitors must register before entering the dormitory area and leave before 21:30. The host has the responsibility to remind and require visitors to comply with the regulations and obey the management. If visitors violate the regulations, the apartment management department may order them to leave the student apartment.
Article 34
Accommodators shall not put up non-dormitory members (including off-campus personnel), shall not carry out commercial activities in student apartments, and shall not post posters, advertisements and other promotional materials on student apartment doors and non-designated places.
Article 35
Accommodators shall take care of public facilities and public property, and shall not damage or dismantle public facilities and public property in student apartments. Those who cause damage shall compensate at the market price.
Accommodators shall not arbitrarily move furniture out of the apartment. Furniture damaged due to quality problems or natural causes can be reported to the Student Apartment Service Center for repair or replacement. When leaving school, the public property used during the accommodation period must be inspected and accepted by the administrator. If there is any damage or loss, compensation shall be made.
Article 36
Accommodators shall take care of the greening environment in the apartment area, and shall not damage flowers, plants and trees or greening facilities. Accommodators shall consciously maintain the environmental hygiene in the apartment area, and shall not carve or paint on the walls and furniture. They shall keep the dormitory clean and tidy and develop good personal hygiene habits.
Article 37
The school advocates and supports students to carry out academic, scientific and technological, artistic, cultural, entertainment and sports activities beneficial to physical and mental health in the public areas of apartments, so as to create a harmonious, orderly, healthy and upward collective life atmosphere for students.
Students carrying out the above activities shall comply with relevant regulations, must report to the student management department and the apartment management department for approval, and file with the security department. They shall not affect the normal campus order of the school or the normal study and life of others.
Article 38
The school advocates that students develop good and healthy living habits and shall not drink or smoke in the apartment area.
Article 39
The school advocates and encourages students to participate in apartment management democratically. Students should treat each other equally, respect each other and live in harmony, and jointly create and maintain a harmonious campus. Opinions and suggestions on school work should be reflected through legal and normal channels and methods.
Article 40
Student apartments implement an inspection system. Student apartment managers shall inspect apartments irregularly to maintain apartment safety and urge students to develop good living habits. Accommodators shall cooperate with the school's apartment safety inspections.
Article 41
Student apartments implement an infectious disease reporting system. Accommodators who are suspected or confirmed to have an infectious disease, or who find an infectious disease patient or suspected patient in the apartment, shall report to the apartment staff in a timely mannerimmediately. Infectious disease patients and suspected patients shall, before being cured or excluded from the suspicion of infectious diseases, obey the medical guidance of the hospital and cooperate with the corresponding apartment accommodation adjustments.
Chapter V Water and Electricity Management
Article 42
Water and electricity use in student apartments is included in the quantitative management scope of the whole school's water and electricity, which shall be uniformly allocated by the water and electricity management department, and the daily work shall be implemented by the General Affairs Office, which shall manage the daily water and electricity use in its jurisdiction. The water and electricity management department shall strive to improve the quality of water supply and power supply, put an end to water and power outages caused by operational errors, and predictable water and power outages shall be notified in advance.
Article 43
The school advocates that students establish a good sense awareness of environmental protection and develop the habit of saving water and electricity. Relevant departments and units of the school shall carry out regular publicity and education to improve students' awareness of conservation and safety, put an end to waste, and avoid water and electricity accidents. Accommodators who cause property losses due to improper use of water and electricity and other human factors shall compensate for the resulting property losses.
Article 44
Student apartments are equipped with water and electricity metering systems, and water and electricity fees shall be charged according to the metering data and in accordance with relevant school documents. Accommodators shall not damage water and electricity facilities (including metering systems) and shall cooperate with the staff in the meter reading work of the metering systems.
The water and electricity use in student apartments implements a prepayment system, and some apartments implement a post-payment system. Accommodators shall pay water and electricity fees on time. The water and electricity fees shall be deducted from the one-cardstudent card, and the payment time shall be within one week after the end of the water and electricity fee publicity period. Accommodators must settle the water and electricity fees before leaving the school due to graduation or other reasons, and those who fail to settle the water and electricity fees shall not go through the school leaving procedures.
If accommodators have questions about the amount of water and electricity fees used, they can apply to the Student Apartment Service Center for review. The Student Apartment Service Center shall notify the individual of the verification results within three days.
Article 45
It is strictly prohibited for accommodators to steal water and electricity through illegal means such as private connection of pipelines and modification of water meters. Once discovered, they shall be severely punished. In addition to making up for the stolen water and electricity fees and compensating for the cost of restoring the damaged pipelines, they shall be given corresponding sanctions according to the seriousness of the circumstances.
Article 46
It is strictly prohibited to privately pull electric wires or steal public electricity. The following behaviors are considered as privately pulling electric wires:
Leading out lines from outside the fixed sockets in the room (including public places);
Leading out lines from the fixed sockets in the room to outside the room.
Once discovered, in addition to making up for the electricity fees, corresponding sanctions shall be given according to the seriousness of the circumstances.
Chapter VI Apartment Culture Construction
Article 47
Student apartments are important positions for the construction of "one-stop" student communities. The relevant work shall be guided by the student work departments (Student Affairs Office, Graduate School, Youth League Committee), with colleges as the main body and student organizations actively cooperating, giving full play to the role of students in "self-education, self-management and self-service", and actively promoting the construction of frontier positions for student party building, practice gardens for "three full educations" (all staff, all aspects, all processes), and model highlands for safe campuses.
Article 48
The student apartment management department and student organizations shall be responsible for regularly carrying out inspections of apartment hygiene, order and discipline, record the inspection results in accordance with the Southeast University Student Apartment Hygiene Management Measures and announce them in time.
Article 49
The school shall commend and reward individuals and collectives that have performed outstandingly in student community management and services.
Chapter VII Handling of Violations
Article 50
If residents violate the relevant provisions of these Measures, the University shall impose corresponding disciplinary sanctions in accordance with the Regulations on Disciplinary Sanctions for Students of Southeast University and other relevant regulations, depending on the severity of the circumstances. Where the Regulations on Disciplinary Sanctions for Students of Southeast University or other relevant regulations have clear provisions on such violations, they shall be handled in accordance with those regulations. If the violations constitute illegal acts, the corresponding legal responsibilities shall be investigated in accordance with the law. Students shall also be liable for corresponding compensation for any losses caused. The announcement of violations by resident students shall be decided by the Student Apartment Management Committee through deliberation.
Article 51
The following acts by residents shall be deemed violations of the Regulations on Disciplinary Sanctions for Students of Southeast University:
Privately lending keys to others without causing adverse consequences;
Privately moving or removing furniture, resulting in changes to the indoor layout of the apartment;
Privately changing beds or occupying empty beds in the apartment, causing others to be unable to move in normally;
Failing to clear personal belongings within three days after completing room transfer or check-out procedures, causing others to be unable to move in normally;
Failing to park vehicles (including bicycles, electric vehicles, motor vehicles, etc.) in designated locations;
Failing to return public items in time or losing them;
Entering or exiting the apartment enclosure or building without swiping the access card or registering, and still refusing to comply with the access card regulations after communication;
Piling up vehicles and discarding sundries in lobbies, corridors, fire escape routes, apartments, balconies, and other areas;
Playing mobile phones, computers, or radios at excessive volumes, or making loud noises, singing, or frolicking that disturb others' study and rest;
Making phone calls or causing disturbances after lights out that affect others' rest;
Smoking in student apartment buildings;
Posting or distributing promotional materials in non-designated areas;
Causing safety hazards without yet resulting in adverse consequences;
Other violations of these Measures without yet resulting in adverse consequences.
Article 52
The following acts by residents that seriously violate school regulations shall be deemed as violations of the Regulations on Disciplinary Sanctions for Students of Southeast University and shall be considered serious in nature:
Unauthorized occupation, fraudulently obtaining, transferring, renting, or lending beds;
Temporarily accommodating, detaining, or hosting non-dormitory members in student apartments;
Refusing to present personal identification or forcibly entering apartments without the interviewee's permission;
Obstructing inspections of internal hygiene, electrical safety, furniture, or accommodation order;
Unauthorized hanging of banners or other promotional materials without approval;
Decorating rooms or balconies (e.g., nailing, pasting pictures or wallpaper) in a manner that prevents restoration to their original condition;
Decorating or modifying public furniture or facilities (e.g., installing locks or door closers) in a manner that prevents restoration to their original condition;
Unauthorized room changes without approval;
Privately changing door locks or lending keys to others, causing adverse consequences;
Bringing in or keeping animals that disrupt public order or affect others' physical and mental health;
Arbitrarily using fire-fighting equipment;
Using illegal electrical appliances or open flames;
Storing or using dangerous goods;
Improper use of access control, such as privately lending access cards to others or intentionally allowing strangers to enter student apartments;
Unauthorized overnight stay in another student's apartment without approval and refusing to dissuade;
Engaging in business activities such as leasing, repairing, or selling in apartments;
Intentionally assisting vendors or other outsiders in hiding within apartments to evade inspections;
Illegal and disciplinary acts such as pouring water or throwing objects from high altitudes outside the apartment building, or uncivilized behaviors such as spitting;
Failing individual hygiene assessments three or more times in a single semester;
Other acts that disrupt public order, damage facilities, or cause environmental pollution, resulting in serious adverse consequences.
Chapter VIII Supplementary Provisions
Article 53
These Measures shall be interpreted by the Student Apartment Management Committee.
Article 54
These Measures shall come into effect as of the date of promulgation.
