 Regulations of Dorms

SEU’s Int’l Students Dorms are scattered around Sipailou Campus, Dingjiaqiao Campus and Jiulong Lake Campus. Currently, Students studying Chinese and graduate engineering students live in Sipailou, art students and first –year MBBS students live in Jiulonghu and other medical students live in Dingjiaqiao. 

The room facilities in dorms are similar including air conditioning, water heater for shower, 2 beds/desks/chairs/cupboards, telephone, Internet access and bathroom.

1.1 Fees

The monthly rent per bed is around RMB500, and the rent varies depending on the location of buildings, room size and facilities, etc. Long-term students (whose study duration is over one semester) shall pay off one year’s room fees within one month after check-in; short-term students (whose study duration is less than one semester) shall pay off room fees of the prescribed month within one week after check-in.

Every room renter is entitled to free electricity of 70 Kwh and free water of 4 ton per month and the surpassing portion shall be charged. The surplus on the same month can be incorporated into the next-month free quota. Please save electricity and water. You can check The Dorm Management System http://cis.seu.edu.cn/s/48/t/103/11/97/info4503.htm and http://211.65.63.149/ (password is your ID card number)to know how much electricity and water fees you have owed to SEU and then recharge your account at the first time. If you apply to live out of SEU, you should apply within 2 months after you settle down ,or you could not get back the rest of the money.

 

1.2 Rooms & Supplementary Installations

1.2.1 The room applicants shall accept the room arranged by the dormitory administrator, and the applicants are not allowed to exchange rooms or to rent rooms to others privately.

1.2.2 Rooms are generally arranged on the basis of double occupancy. If one roommate checks out, the other shall accept the arrangement by the dormitory administrator. If the staying resident refuses to accept the arrangement, he/she is required to pay the single room fees from the date the former roommate leaves upon the permission by the dormitory administrator;.

1.2.3 Rooms are provided only for the registered students, and no one else is allowed to stay overnight in the room without the authorized permission.

1.2.4 Everything provided in the room belongs to the university, and compensation shall be imposed if damages and loss occur. You are not allowed to move or dismounting the furniture and facilities in room. If that happens you should pay double price for the damaged facilities. A deposit of RMB300 shall be paid before check-in and the deposit can be refunded provided that there is no dirt on wall or floor or no damage and loss of the property caused by the residents. Please come to the dorm administrator to report if the facilities in your dorm are broken. And the repairman will deal with your problem in 2 days.

1.2.5 If you want to live out of campus, please go to the Sipailou office and submit "Registration Form for Living off Campus" according to related regulations.

 

1.3 Keys

1.3.1 keys to other public facilities are not permitted to be duplicated or loaned to others.

1.3.2 The loss of the keys should be reported to the dormitory administrator immediately and the cost of a new lock shall be paid by the resident or be deducted from the deposit.

1.3.3 If you forget yours keys and your roommates were not in campus, please come to the dorm administrator to get the spare key by depositing your passports. If you don’t have passport, please deposit any certificate which can prove your identification or the keys can not be given, and the key should be returned in 30mins.

 

1.4 Water & Electricity

1.4.1 Make sure to power off all the electric appliance ( air-conditioner, lights and water heater, etc) before leaving your room.

1.4.2 China’s electric voltage is C220/V/20.To prevent from possible accidents and damages, It is forbidden to use high-power electrical equipment,such as the electrical stove, the instant water-heater (Re De Kuai), the electrical heater, the induction cooker, the oil heater, stove and so on. Once found, SEU will take away these things from you.

1.4.3 Water Machine shall not be heated without water, and the damage arising from the wrong operation shall be fixed by the resident.

1.4.4 It is forbidden to damage the infrastructure and equipments of water and electricity supply system.

 

1.5 Opening Hours & Visiting Management

1.5.1 The gate to the international students dormitory is closed at 11:45pm and opened next 5:00am. At 11:45pm the power goes off. So you have to return before 11:30pm. During the night there is no one open the door for you if you forget to take keys. During this period if you need to open the gate in case of emergency, please call the Administration Office of Dormitory.

1.5.2 Vistors should register and offer ID cards or passports when they enter,.Visiting is declined after10:30pm and the dormitory administrator is authorized to ask the visitors to leave or even call police after 10:30pm. And visitors are not allowed to stay overnight.

1.5.3 The dormitory administrator reserves the right to refuse those who have not registered properly to enter dormitory and to ask those without registration to leave dormitory.

 

1.6 Public Order& Security

1.6.1 Residents are supposed to keep their rooms tidy and clean, and the co-resident is responsible for the cleaning of the public space by turns. Don’t pile up personal things in public area. Littering is prohibited and residents should put their rubbish at the prescribed places. Do not dump garbage and hard things into the commode or sewage system, and the cost incurred from dredging should be borne by the resident.

1.6.2 Gatherings and parties of any kinds or clatter that disturb the regular peace of the dorms are prohibite . Music or sounds produced from electric appliances is only allowed provided that it dosen’ t disturb other residents.

1.6.3 Cooking is prohibited in rooms. One should pay full responsibility by himself if any fire caused from his personal reasons.

1.6.4 Don’t keep pets.

1.6.5 Don’t smoke, drink liquor, use or store hazardous drugs or medicines in rooms.

1.6.6 Inflammable and explosive objects are prohibited in rooms. Knives defined by China’s Public Security Bureaus as controlled knives are prohibited in rooms and all the forbidden things shall be confiscated and punished upon discovery.

1.6.7 You are advised to keep strangers from entering your rooms for the sake of safety.

1.6.8 Lock the door and close the window properly before you leave.

1.6.9 Do not put cashes in quantity inside your room.
