韩国高等教育财团与南京大学联合主办的第一届“南京论坛”于20151019日至21日在中国南京举办。“南京论坛”以“立足亚太、聚焦热点、推进合作”为宗旨,通过国际年会形式为亚太经济的合作与发展、亚太安全秩序的建立与完善提供决策支持与学术咨询。中外政要、著名大学校长、知名学者、商界精英出席并参与论坛,通过主旨演讲、研讨会、圆桌会议等形式发表见解,开展对话与沟通。

我校海外教育学院院长邱斌教授应邀出席“南京论坛”,并在“一带一路”的倡议与亚太经济的合作与繁荣研讨会上发表主题演讲,就国际产能合作与“一带一路”沿线国家留学生培养发表了学术观点。邱斌教授认为,随着世界贸易格局正在发生深刻变革和我国对外投资布局的有序演变,我国先后提出构建“一带一路”的战略构想和推动国际产能合作的良好愿景。推进一带一路建设和国际产能合作既是中国扩大和深化对外开放的迫切需要,也是加强和亚非欧及世界各国互利合作的有效途径。然而,参与国际产能合作的“一带一路”沿线国家多属于欠发达地区,人力资本结构与中国对外投资结构还不能形成良性互动的关系。留学教育产业作为培养国际型人才的重要载体,将成为推动国家间产能合作和“一带一路”构建的重要支柱。经过多年的发展,来华留学生的规模和水平均有较大幅度地提高,中国有责任帮助沿线国家把劳动力等优势资源转化为自主发展的能力。邱斌教授结合东南大学开展留学教育的实际,就“一带一路”国家来华留学生培养、学科专业设置与产业投资的关联性,合作办学力度加强等问题,提出了相关政策建议,并引起与会者的广泛关注。此次研讨会上,来自国家发改委、南开大学、南京大学、上海财经大学、首尔大学、新加坡国际战略研究所等相关部门和国内外知名大学与机构的官员与学者济济一堂,就“一带一路”对亚太经济合作与社会发展等问题展开了热烈讨论并形成诸多共识。(陈旭等供稿)


The first Nanjing Forum, co-organized by the Korean Foundation for Advanced Studies (KFAS) and Nanjing University, was held on Oct.19 in Nanjing, China. Under the theme of Asia-Pacific Maritime Economy and Maritime Security Order in the 21st Century, this three-day forum aims to explore new economic and social opportunities brought by the 21st Century Maritime Silk Road, and also to reflect on the Asia-Pacific security and maritime order for the peace and prosperity in Asia-Pacific. Participants included international dignitaries, presidents of the world top universities, prestigious scholars and business elite, who held dialogues and exchange their views through various forms such as keynote speeches, workshops and roundtables.

    The Dean of College of International Students of our university, Professor Qiu Bin was invited to attend Nanjing Forum and give a speech on the topic of “International Production Capacity Cooperation and Students Training for Countries Along ‘One Belt and One Road’” on the workshop named The “One Belt, One Road” Initiative & Asia-Pacific Economic Cooperation and Prosperity. Considering the practical situation of the overseas education of SEU, Professor Qiu Bin proposed several policy suggestions about the training of the overseas students from “One Belt, One Road” countries, the relationship between subject and major setup and industrial investment, and the cooperation in running schools. Professor Qiu’s speech has aroused broad attention of the participants. On this workshop, officers and scholars of National Development and Reform Commission, Nankai University, Nanjing University, Shanghai University of Finance and Economics, Seoul National University, Singapore International Institute for Strategic Studies discussed about the cooperation and social development related to the “One Belt, One Road”. At the end of the discussion, they reached a consensus on many issues.
